[Early in the day, people throughout the village might spot a suspicious rainbow streak jetting upwards into the sky. Higher and higher and higher she flies... Until, suddenly, that rainbow streak is rapidly plummeting down, faster and faster until there's a resounding CRASH!
Oh, was that your house she bumped into? Maybe your garden? Business? Whatever the case, there will be a few of these ridiculous crashes until Rainbow, being the stubborn pegasus that she is, moves onto plan B.
A bit later, something a little strange will appear... a cloud floating around the village. Now, seeing clouds in the sky isn't all that abnormal. Just another part of everyday weather.
But what about clouds that float ridiculously close to rooftops? Clouds that hover suspiciously over buildings, people, and are isolated from the others? Tiny clouds that, if one looks close enough, they may catch a bit of a rainbow fringe, sometimes a pair of binoculars, over the edge of the fluffy white stuff.
That's right. This cloud is spying on you strange people. ...Or whatever's up in the cloud, anyway.
Feel free to witness either event-- Dash's crash landings from the lovely barrier or her recon mission.]

[Just what she needed to hear-- but! At least the Welcome Center is a good distraction. She'll slip on inside and take a look around.
Huh. It doesn't look so bad.]
[Action]
[She can at least get a bowl ready or somesuch.]
[Action]
[Yep. A cartoon horse asking for something most horses would never drink... Ah, the logic of MLP.]
I mean, it's no big deal. I could always grab something later.
[Action]
[She's grateful that some was made earlier, and goes to snag a bowl for her guest and a cup for herself. It only takes a moment and she's back out, setting down the bowl.]
Here you go.
[Action]
Uh, thanks.
[She stares at the bowl for a few seconds and then reaches for it, scooping it up off the ground with her hooves-- almost like they're hands. Gee, this is awkward.]
[Action]
...I can get you a glass instead? I thought that would be easier, sorry.
[Action]
It's okay, I guess. Nothing I can't handle.
[Action]
Hey, there's no need. What's the point of having this here if I can't help put others at ease, right?
[Action]
[Huh. Well, at least his place is friendly.]
Thanks, though. This'll be a lot easier than that bowl.
[Action]
You're welcome. We always keep food and drink on hand for those who need it, especially since some people arrive very far from town. Anyone is welcome to stay as long as they need, until they get their bearings and settle in elsewhere. There's no rush on that.
[Action]
At first, I thought it might've been part of the Everfree forest, but boy was I wrong.
[Not as dark and spooky for one.]
Anyway, I'll try not to hang around for too long. There's gotta be someplace I can stay.

[Action]
[A beat.]
Guess I'll have to settle with something up high. Those community buildings are like apartments, right?
[Action]
They have eight floors, and five apartments to a floor. There's a communal kitchen area, as well. I suppose you could always try for a cave in the mountains if you need another view, but it won't be nearly as comfortable or convenient.
[Action]
[Plus, caves are hardly cosy.]
I'll just have to see if there's any room on the top floors.
[Action]
[She smiles.]
I doubt that's a problem for you, though.
[Action]
[She stretches her wings in emphasis.]
And it'll be a cinch!
